What is a Licensed Insolvency Trustee?

A Trustee is an individual who is licensed to administer bankruptcies and consumer proposals by the Office of the Superintendent of Bankruptcy, an Agency of Industry Canada, Government of Canada. The bankrupt is NOT a client of the Trustee, rather the Trustee is an intermediary who has a responsibility to both the bankrupt and the creditors.

The Trustee will inform you of the effects of bankruptcy and will prepare the necessary documents to file the assignment in bankruptcy with the Office of the Superintendent of Bankruptcy. The act of filing an assignment in bankruptcy stays (stops) the actions of your creditors but does not release you from your debts. The release is achieved by getting a “discharge” from bankruptcy.

Ian Penney leads Newfoundland and Labrador’s largest group of personal debt counsellors and insolvency and restructuring professionals. Richard Cullen, CPA, CMA, CIRP, LIT

Richard (Ric) Cullen has been assisting Newfoundlanders and Labradorians with their personal financial problems since 1991 and has been a Licensed Insolvency Trustee since 1998. Rick joined Janes &  Noseworthy in 2005 after accumulating 15 years of experience in personal, as well as corporate insolvency issues while working for a national accounting firm. Rick has been involved in various charitable organizations over the years – and is currently Treasurer of his family’s church.

David Howe, FCPA, FCA, FCIRP, LIT

David Howe graduated from Memorial University of Newfoundland in 1989 with his Bachelor of Commerce (Co-op) Degree and began his professional career with Noseworthy Chapman Chartered Accountants at that time. David obtained his professional designation as a Chartered Accountant in 1991 and as a Certified Management Accountant in 1990. He obtained his Chartered Insolvency Practitioner designation and became a Licensed Insolvency Trustee in 1997. He was elected a Fellow of the Institute of Chartered Accountants of Newfoundland in 2004 in recognition of his contribution to the profession. David’s primary areas of service include audit and assurance, taxation and business advisory services. He also has experience in Forensic Accounting and Litigation Support Services as well as Commercial Insolvency services.

David Buckingham, CA, CPA, CIRP, LIT

David Buckingham is a Chartered Professional Accountant (CPA), Chartered Accountant (CA), Chartered Insolvency and Restructuring Professional (CIRP), and  Licensed Insolvency Trustee (LIT). He has over 12 years experience as a professional accountant in both industry and public practice, as well as over 3 years specializing in insolvency with Janes & Noseworthy.
